ITA is seeking a Program Manager to join the team supporting the Department of State in Rosslyn, VA.

 

Please note this opportunity is contingent upon successful contract award, expected Spring 2026.

Responsibilities

The Bureau of Diplomatic Security is responsible for the protection of U.S. personnel, official facilities, and residences in domestic and overseas locations. This team specifically supports the Technical Surveillance Countermeasures branch, responsible for electronic security, anti-eavesdropping, and protecting diplomatic facilities and personnel from technical threats globally, ensuring secure communications and facilities for U.S. diplomacy.  The Program Manager will oversee and ensure delivery of all performance under the contract. The PM will be responsible to the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government Technical Monitors (GTM's) for performance and delivery.

  • Serve as focal point for all contractor functions that pertain to performance under the DS/T contract.
  • Interact on a daily/weekly basis with Contracting Officer’s Representative (COR) and/or Government Technical Monitors (GTM’s) to ensure performance across all contract task orders.
  • Supervise, and oversee contractor performance in accordance with contract requirements.
  • Advise and assist the COR regarding the scope of the contract.
  • Accomplish human resource objectives by overseeing and ensuring effective recruiting, selecting, orienting, developing, counseling, and disciplining employees.
  • Plan, establish, and review compensation actions, enforce policies and procedures.
  • Ensure timely and accurate reporting, provision of qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract sow and subordinate task order requirements
  • Ensure all aspects of planning, scheduling, organizing, managing, and assessing performance of all personnel under this contract.
  • Ensure professional development training as required for personnel.
  • Oversees on-time delivery of requirements, invoicing, personnel reporting, and other ad hoc reporting.
  • Review, assess, manage, and correct any behavior by contractor personnel that would reflect poorly on the Department of State.

Qualifications

  • Must possess and maintain an active SECRET security clearance.
  • Recent (within 5 years or less) relevant experience working with Diplomatic Security.
  • Must have a bachelor’s degree in a business, management, or security related field.
  • Must have at least 20 years of professional experience.
  • Must have at least 10 years of experience managing large government programs.
  • Must have at least five (5) years of experience as a program manager as a contractor responsible for meeting contract requirements.
  • Must have at least 10 years of leadership/supervisory experience
  • Demonstrated ability managing contracts in excess of $30 million annually and a workforce of over 100 personnel.
  • Experience with Department of State (DOS) policies and procedures.
  • Experience with the function, policies, and procedures associated with security operations of us embassies and consulates abroad.
  • Ability to conduct all the responsibilities listed above and demonstrated leadership and supervisory skills.
  • Demonstrated experience in planning, evaluating, analyzing, and implementing government programs.
  • Experience as an instructor or manager of adult education programs for security professionals.
  • Excellent oral and written communication skills, including ability to communicate solutions effectively to both technical and non-technical audiences.
  • Ability to function effectively in challenging situations.
