ITA is seeking a Vice President, Operations to join the team in a hybrid position out of Headquarters in Newport News, VA.

Responsibilities

The Vice President, Operations will provide executive leadership and strategic oversight for all contract-driven operations within the continental United States (CONUS), supporting ITA International’s domestic customer base. This senior executive is responsible for managing a diverse portfolio of programs and projects, ensuring they align with corporate objectives, deliver operational excellence, and meet or exceed customer expectations. The Vice President will play a key role in shaping domestic growth strategy, strengthening internal operational capabilities, and ensuring contract compliance and financial performance across the CONUS portfolio. 

As the senior-most operations executive over CONUS programs, the Vice President, Operations will oversee financial performance (P&L), program execution, personnel leadership, compliance, and growth initiatives. This role requires a decisive, mission-aligned leader who thrives in a fast-paced, regulated environment and is committed to advancing the company’s long-term vision and values. 

Responsibilities include: 

  • Leading the strategic and operational management of CONUS-based programs and services, ensuring compliance with all contractual requirements, timely delivery, and exceptional customer satisfaction. 
  • Serving as the executive liaison to domestic clients, fostering strong relationships with stakeholders at all levels and ensuring alignment between customer needs and program execution. 
  • Overseeing program and project performance, including schedule, budget, staffing, and quality metrics, with a focus on operational efficiency, risk management, and continuous improvement. 
  • Driving growth within existing contracts and identifying new business opportunities within the CONUS market in collaboration with the Customer Solutions team. Will lead or support capture efforts, proposal development, and solution design for CONUS pursuits. 
  • Monitoring and reporting on program financial performance, including revenue, margins, and cost controls; taking corrective action where necessary to meet financial goals. 
  • Collaborating with internal departments including HR, Contracts, Compliance, Finance, and Quality to ensure seamless program execution and adherence to corporate standards. 
  • Leading, mentoring, and developing a high-performing team of program managers and operational staff across the U.S., fostering a culture of excellence, accountability, and innovation. 
  • Supporting and advancing ITA’s ISO-certified quality, safety, and environmental management systems within CONUS operations. 

Qualifications

  • Bachelor’s degree in Business Administration, Operations Management, or a related field; Master’s degree preferred. 
  • 12+ years of progressive experience in program/project management and operations, with at least 5 years in an executive or senior leadership capacity. 
  • Proven track record of managing large-scale, multi-site U.S. government or commercial operations with responsibility for performance, growth, and financial outcomes. 
  • Strong business development and capture management experience, preferably with familiarity using the Shipley process or other structured business development frameworks. 
  • Ability to obtain and maintain a Secret security clearance as required by contract. 
  • Exceptional communication and interpersonal skills, with the ability to influence at the executive level and engage effectively with customers and internal teams. 
  • Strong analytical, financial, and problem-solving skills, with demonstrated experience in driving operational excellence. 
  • Demonstrated leadership in developing talent, building cohesive teams, and creating a positive, mission-focused organizational culture. 
  • Proficient with Microsoft Office Suite and other business management tools. 
  • Willingness and ability to travel domestically, occasionally on short notice, to support customers, employees, and business development efforts.
