ITA is looking for an IT Systems Transition/Program Manager to join the team supporting the Department of the Air Force.  This position is remote in the National Capitol Region.

 

Please note this position is contingent upon successful contract award, expected early 2025.

Responsibilities

The IT Systems Transition/Program Manager is responsible for program management oversight including regular updates related to project health, risks and project team composition.  The Department of the Air Force Contracting is in the midst of a decade long transition from multiple legacy contracting IT systems into a single modernized contract writing system, CON-IT.  The Senior IT Systems Transition/Program Manager will be responsible for the coordination of activities to transition offices, end users, and legacy data into the modern system. This individual will be required to have an integrated understanding of the work processes and activities of the program analysts supporting this effort, to assess issues and feedback from the user community, and interface with Business Analysts to address functional gaps in the target IT system.  This will require leveraging knowledge of Federal and DoD procurement statues, regulations, and policy to ensure that transition activities support mission activities while remaining compliant.

  • Plan and oversee the execution of program operational activities to transition offices (users and data) from legacy information technology systems into one or more modern systems. Plans include identifying resource requirements, schedule considerations, milestones, dependencies, and project risks. 
  • Monitor project performance against cost, schedule, risk, and performance outcomes and provide reporting on project status and milestones. Provide overall leadership and guidance for all contractor personnel assigned to the task order including assigning tasks, supervising on-going technical efforts, customer and corporate communications, monthly status reporting/program management reviews and managing overall contract performance.
  • Manage the execution of planned projects to achieve enterprise objectives for the transition to modern contracting systems. Coordinate with transitioning offices to manage, synchronize, support, and monitor lower-level transition activities. 
  • Manage the expectations and requirements of 4 internal and external stakeholders, including stakeholder analysis and the development of stakeholder management plans. Develop strategic communications to inform key stakeholders of transition activities and shape messaging around activities and outcomes. Engage and communicate with subordinate staffs and transitioning offices to ensure the timeliness and effectiveness of lower-level transition activities.
  • Conduct scheduled and unscheduled training, including the development of asynchronous training content. 
  • Analyze, plan for, and respond to risks throughout the lifecycle of systems transition projects. Analyze transition processes and identify and implement process changes to improve transition outcomes. Develop strategies and contingency plans to address risk and unforeseen issues in transition activities. Report on transition activity progress, challenges, and key decisions.
  • Support data analytics as necessary to support transition activities (e.g., to forecast, to assess readiness for transition activities, to measure progress against milestones) and to provide scheduled and ad-hoc analyses on various procurement policy matters. 
  • Serves as a senior advisor to senior military and government leaders and staff at customer site as required.

Qualifications

  • Bachelor’s degree in business management, statistics, computer science, or engineering
  • Demonstrated record of superior performance in the management of complex enterprise-wide projects
  • Ability to manage diverse requirements in a broad organization
  • Experience as a staff officer in a large organization at the MAJCOM/equivalent level or above
  • Strong communication skills, able to convincingly deliver organizational change
  • At least 5 years of experience in public procurement (highly desired: DoD Contracting experience)
  • Experience in the use of CON-IT (desired), ConWrite, ACPS, and/or SPS Contract Writing Systems
  • Active Secret security clearance
