ITA is seeking a Project Manager (Policy, Governance, Network Processor) to join our team at the ACC A6 located at Langley Air Force Base.

 

 

 

 

Responsibilities

 Assist, prepare, develop, and deliver compliant documents in support of a variety of activities to include planning, policy, programming, budgeting, executing for program types and tracking data, IAW all fiscal and appropriation laws.

 Assist, prepare, and deliver budget and financial analyses and execution documentation, such as, but not limited to obligations and expenditure forecasting and tracking data.

 Develop, advise, and/or assist with the development of program specific funds management documentation, task scheduling, and management of risks. Assist in the execution of automated models and control techniques to aid decision making. This may include generating funding, forecasting, programming, and budget information and documentation using applicable databases and software. Prepare, develop and assist with financial input to various events, such as, but not limited to budget execution reviews, integrated baseline reviews, milestone decision reviews, monthly activity reports, program management review, and Risk Assessments.

 Draft financial data documentation for submission to the Government financial lead/analyst.

 Provide status of approved, deferred, and released funds using new or existing organizational formats. Identifying, preparing and assisting with correction of posting errors in financial records. Work to support project support reports.

 Manage, oversee and facilitate AF organizations, MAJCOM, and AF governance procedures, regulations, and completions.

 Manage, facilitate, develop and complete network processing forms such as 1067s, 229 and other network processing documents; support on-boarding procedures and implementation. Facilitate and use of the Remedy ticket system and processing.

 Build and support the creation of BBPs, eSSS, implementation plans, MOA’s MOUs, SLAs, and other communication documents in support of AF and ACC/A6 and AF stockholders.

 Build, maintain, and configure MS Project projects and taskings which support the base, A6 Staff and MAJCOM level configurations.

 Generate, maintain and document an independent audit trail to track, record, and report the status of each funding document to ensure proper use of all funds (active, expired, and cancelled). Submit to Government financial lead/analyst for approval/review.

 Generate and deliver quick-turnaround “what-if” funding and data retrieval analysis.

 Participation in baseline reviews and prepare follow-up activities as required ensuring baseline establishment and assist with monitoring baseline validity and integrity.

Compile data and perform associated data analysis and create special reports. The type of deliverables may include but is not limited to various types of reports, tracking tools, and a synopsis on the results of analyses or assessments.

 Generate and evaluate equipment accountability and inventory logs and reports.

 Support all aspects of sound acquisition planning (industry day, market research, source selection planning, ASP planning, SOO/SOW/PWS writing, RFP planning, RFP document preparation, contract negotiation prep, etc.).

 Integrate and coordinate all activity required to execute contracts and manage the timeliness, completeness, and quality of problem identification.

Provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. Oversee, manage, configure facilitate project management. Includes using MS project, scheduling meetings, lead in project support reviews (PSR); AF onboarding processes, liaison for AF governance(s) and adhere to other policies and implementation for successful integration on to the network and desktop. Liaison for communication and integrations with all of DoD, AF and ACC programs.

Be responsible for any subcontract management necessary to integrate work performed on this contract and shall be responsible and accountable for subcontractor performance. Manage work distribution to ensure there are no organizational conflicts of interest. Provide program management support of the development of the ACC POM and Program Element Manager (PEM) support.

 Build ACC-wide strategies, policies and procedures for communications.

 Evaluate base comprehensive plans and projects to determine communications and information systems impacts and shortfalls.

 Determine alternative communications services to ensure operational requirements are met by the most cost-effective means.

 Support Evaluate Budget Execution Report (BER) submissions of 3400 and 3080 Comm-Electronics/LMR Unfunded Communications Requirements.

 Provide and communicate risk management documentation to prioritize all unfunded requirements.

 Review documents and publications and provide pertinent information briefings to support mission requirements.

 Assist in developing financial plans, budgets, and track disbursements and provide financial status to directorate managers.

Identify, implement, and ensure full integration of cybersecurity into all phases of their acquisition, upgrade, or modification programs, including initial design, development, testing, fielding, operation, and sustainment IAW AFI 63-101, Acquisition and Sustainment Life Cycle Management, DoDI 8510.01 and AFMAN 33-210 for guidance.

 Support all changes are approved through a configuration management process, are assessed for cybersecurity impacts and reported to the SCA as applicable.

 

 

 

Qualifications

-Bachelor’s Degree (Technical Degree Preferred) and three (3) years’ experience in AF IT project management.

- In lieu of a Bachelor’s Degree, seven (7) years’ experience in AF IT project management.

- Knowledge and experience in executing programs with prime contractors, sub-contractors and suppliers.

-Four (4) years’ experience in the preparation and support of various program office activities and meetings, to include US Government-internal meetings, case meetings, design reviews, program assessment reviews, interface control working groups, technical interchange meetings, and case reviews.

- Three (3) years’ experience using MS Project, Enterprise level preferable.

- Project Plus certification required, Project Management Professional (PMP) certification preferred.
