    ITA International (ITA) is a provider of integrated support services to include analysis, planning, training, acquisition management, cyber/intelligence, engineering, logistics, and maritime support services to government, non-governmental organizations and commercial customers worldwide.

     

    ITA is seeking a Program Manager to join our team in Arlington, VA supporting National Guard Bureau (NGB) Support Services (NGBSS).  This position is contingent upon contract award anticipated April 2020.

     

    Responsibilities

    ITA International is seeking an experienced contract manager for its support to domestic operations functions at the National Guard Bureau. The position includes the following duties:
    --Ensure performance under this contract.
    --Work through the Contracting Officer's Representative (COR), or the Contracting Officer (KO) if a COR is not assigned, to resolve issues, receive technical instructions, and ensure adequate performance of services.
    --Ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO.
    --Perform tasks to provide deliverables as required by contract.
    --Manage on-site team executing contract including day-to-day tasks and performance management.
    --Support activities required for recruitment, selection, orientation, and training of new employees.
    --Maintain currency with, enforce ITA team's implementation of, and take requested actions to maintain ITA Quality, Health, Safety, Environmental Management System. This includes implementation of ITA's Quality Control Plan for this contract, in particular ongoing monitoring of ITA's Quality Objectives, customer satisfaction, and emerging requirements and risks -- and taking or recommending appropriate action.
    --Contribute to the maintenance and expansion of business opportunities within and external to the National Guard Bureau.

     

     

     

    Qualifications

    --Bachelor’s degree and master’s degree.
    --Current active Top Secret security clearance.
    --Seven years successful experience in program management.
    --Five years experience supporting and briefing senior military and civilian officials.
    --Three years of experience at National Guard Bureau, Combatant Command, or higher joint staff.
    --Three years of successful experience in at least three of the following: (1) continuity of operations; (2) National Guard (NG) counterdrug programs; (3) NG operations; (4) NG law enforcement or mission assurance activities; (5) emergency preparedness, response to domestic incidents, and homeland defense; (6) cyberspace operations; (7) doctrine, exercises, training, and lessons learned; (8) engaging with offices in the Office of the Secretary of Defense on operations or policy matters; (9) NG countering weapons of mass destruction programs and activities; (10) compliance and quality auditing.
    --Demonstrated familiarity with institutional strategies and policies (e.g. National Military Strategy and Department of Defense issuances).
    --Demonstrated familiarity with: (1) Joint Force Headquarters (JFHQ)-States, Joint Strategic Planning System (JSPS), the Joint Capabilities Integration and Development System (JCIDS), and the Global Combat Support System-Army (GCSS-A) processes; (2) structure and functions of joint staff; (3) core documents pertinent to the National Guard, e.g. Department of Defense Directive 5105.77 “National Guard Bureau”.
    --Demonstrated professional oral, written, and analytic skills.
    --Experience serving in the National Guard.
    --Ability to use the Microsoft Office Suite to develop professional products.
