    ITA International (ITA) is a provider of integrated support services to include analysis, planning, training, acquisition management, cyber/intelligence, engineering, logistics, and maritime support services to government, non-governmental organizations and commercial customers worldwide.

     

    ITA International is currently recruiting for Telecommunications Engineers to join their team in Portsmouth, VA.  This position is contingent upon contract award.    

     

    Responsibilities

    Provides management, supervision, coordination, support and monitors project team performance for various systems.
    Provides technical guidance, direction, and/or training across multiple functional areas.
    Provides input for proposal preparation, project estimation and budgeting, technical review, and presentation.
    Responsible for managing, tracking, control and reporting on all aspects of project performance, including technical, financial, contractual, administrative, logistical, and personnel oversight.
    Responsible for leading, developing, or overseeing development of systems requirements, design, documentation, algorithms, software implementation, hardware layout, integration, installation, analysis, and peripheral interfaces.
    Contributes to the generation, oversight, test and evaluation plans, and execution of those plans when necessary.
    Responsible for exercising independent judgment, as well as a high level of analytical skill, in solving complex and unusual technical, administrative, and managerial problems, and documenting and communicating results at all levels. 
    Provides expertise in using the Microsoft Office suite of applications to draft reports, emails, presentations, and possess a thorough knowledge of performing independent research, knowledge of telecommunications installation requirements and procedures, and production and installation
     

    Qualifications

    Education: Baccalaureate degree in Engineering or an associated field. 
    Demonstrated expert equates to four (4) years’ experience, in shipboard and shore station, with four of the following equipment/systems/programs or like systems: automatic direction finder (ADF), Doppler speed log (DSL), RADAR, EAIS, ECDIS, electronic chart system (ECS), VEGA, flight deck video system, CCTV, visual augmentation systems, cutter video systems (CVRS), electro optical infrared systems (EO/IR), electronic navigation system (ENS), and scalable integrated navigation system (SINS), and their integration with Machinery Plant Control and Monitoring Systems (MPCMS), Dynamic Positioning Systems (DPS), and Track Controller/Autopilot systems. 
    Provide expertise in C4IT systems to include automatic direction finder (ADF), Doppler speed log (DSL), RADAR, EAIS, ECDIS, electronic chart system (ECS), VEGA, flight deck video system, CCTV, visual augmentation systems, cutter video systems (CVRS), electro optical infrared systems (EO/IR), electronic navigation system (ENS), and scalable integrated navigation system (SINS)., and their integration with Machinery Plant Control and Monitoring Systems (MPCMS), Dynamic Positioning Systems (DPS), and Track Controller/Autopilot systems.
    Provide expertise in requirements definition, preliminary planning, and the evaluation of alternative and associated costs.
    Provide expertise in using the Microsoft Office suite of applications to draft reports, emails, presentations and possess a thorough knowledge of performing independent research for automatic direction finder (ADF), Doppler speed log (DSL), RADAR, EAIS, ECDIS, electronic chart system (ECS), VEGA, flight deck video system, CCTV, visual augmentation systems, cutter video systems (CVRS), electro optical infrared systems (EO/IR), electronic navigation system (ENS), and scalable integrated navigation system (SINS).
    Provide expertise in translating a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications).
    Provide expertise in performing risk identification, analysis, mitigation, and traceability.
    Provide expertise in integrating system components to produce a working prototype and/ or model of a system.
    Provide expertise demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with requirements outlined in the original design.
    Provide expertise in maritime navigational policy.
    Provide expertise in electronics Engineering Drawings, Technical Publications and Manuals.
    Provide expertise in the SeaWatch System.
    Provide expertise in rebase-lining and equipment management in support of the Core Technologies lifecycle management of C4IT systems.
    Provide expertise in Integrated Logistic Support Planning, System Lifecycle Maintenance execution, including preparing and maintaining lifecycle documentation.
    Provide expertise in operation, preventative maintenance, corrective maintenance, repair and supply support of C4IT systems.
    Provide expertise which includes the ability to develop, produce and maintain systems, applications and databases.
    Provide expertise in requirements definition, preliminary planning, evaluation of alternative technical approaches and performance specifications.
    Provide expertise in regulatory compliance and training.
    Provide expertise in improvement, modification, and re-engineering of C4IT systems.
    Provide expertise in Requirements Management Software, Software Development Software, Technical Publications and National/International Standards. 
    Knowledgeable in DHS SELC.
    Learn and provide expertise in Engineering Change (EC)/Time Compliance Technical Order (TCTO) development.
    Provide expertise in DOD Military Specifications and Standards.
    Learn USCG Specifications and Standards through on-the-job (OJT) training.
    Provide expertise in International maritime navigation standards including International
    Provide expertise in Electro Technical Commission (IEC) standards.
    Provide expertise in National Maritime Electronics Association (NMEA) 0183 communications standards and protocol.
    Provide expertise in Microsoft Windows operating systems and Microsoft Office suite including Microsoft Project and Microsoft Visio.
    Provide expertise in computer installation, configuration, diagnosing, preventive maintenance and networking.
    Provide expertise in engineering drawing development.
    Provide expertise in development of evaluation plans and test plans.
    Provide expertise in serial communications, including RS-232, RS-422, MIL-STD-18.
    Provide expertise in Command Display and Control Automatic RADAR Plotting Aid (COMARPA) software.
    Provide expertise in Universal Serial Bus (USB) devices, Ethernet LAN, and Ethernet 10/100BaseT networking devices.
    Provide expertise in maritime simulators and scenario creation.
    Provide expertise in INMARSAT Systems.
    Provide expertise in business case analysis.
    Possess and provide expertise in project support functions including integration, scope, time, cost, resource, quality, and risk management.
    Provide expertise in NMEA 2000 communications standards and protocol.
