    ITA International (ITA) is a provider of integrated support services to include analysis, planning, training, acquisition management, cyber/intelligence, engineering, logistics, and maritime support services to government, non-governmental organizations and commercial customers worldwide.

     

    ITA International is seeking qualified candidates to join their team in Portsmouth, VA as the Task Leader.  This position is contingent upon contract award and expected to start late September 2018.

    Responsibilities

    Task Leader shall be the single point of contact for the Contracting
    Officer (KO) and the Contracting Officer's Representative (COR). The Task Leader shall ensure
    successful task completion within the scheduled timeframe consistent with the established scope
    of work to include technical solutions. Applies knowledge of the entire customer organization to
    recommend and coordinate development, enhancement and maintenance of business systems and
    processes. Oversees development of project plans and milestones, status reports and other
    deliverables, and monitors the execution of the task for quality and against planned timelines.
    Assist government staff to develop procurement packages for new and existing contracts, as directed by the COR.
    Demonstrate mastery and function as CT-C “go to” experts in the constantly evolving procurement package requirements published via current CG-9 and Chief of Contracting Office (COCO) directives.
    Assist the Government Project Manager in developing MIPR contracts.
    Prepare documents for contracting management services using CG Standard Workstation office software tools and transfer the developed information into an approved system of record. The system of record the information will be transferred into consists of Procurement packages, e-mail correspondence with C3CEN and CPD employees (i.e., C3CEN CT-C Branch members including the COR, CPD KO/KS employees).
    Utilize written and verbal skills to consult with government personnel and to develop required documentation and plans as a result of the consultations.
    Work in conjunction with and/or assist government personnel in the preparation of all procurement packages for both Simplified Acquisition Procedures (e.g., SAP or small purchase) and large contracting acquisition(s).
    Analyze and interpret existing engineering logistics documents as well as reviewing an existing “need” maybe recommended for Government approval based on a current requirement, assemble labor category names, hours, materials, and labor estimates.
    Capable of reviewing and analyzing reports from existing spend plans, reviewing cost estimates and analyzing costing burn rates as the work progresses.
    Assist with strategic planning, development and submission of final written reports for approval by the CT-C Supply Cell Manager.
    Maintain project progress reports and maintain accurate documentation and records regarding past, existing and forecast future task(s).
    Develop and recommend acquisition packages (e.g., statistical analysis, quantitative analysis, qualitative analysis) and development of labor categories pertaining to existing spend plan(s) for forecasting purposes.

    Ensure Team understands ITA’s Quality, Health, Safety, Environmental Management Systems (QHSEMS) policy

    Qualifications

    The Task Leader must be knowledgeable with SELC concepts and processes as well as the
    Acquisition Life-Cycle.
    At least ten (10) years of engineering experience.
    A Bachelor’s degree in an Engineering, Electrical, Electronics, Information
    Management, or other field of study from an ABET accredited college.
    Written and verbal skills to consult with government personnel and to develop required
    documentation and plans as a result of the consultations.
    Proficiency with use of the Microsoft Office Suite of applications to include; Word,
    Excel, Power Point, Projects and Outlook.
    At least five (5) years’ experience with the use of Microsoft Project and possess a
    current Microsoft Certified Professional Project 2016 certification or have the ability to possess
    the certification within three months.
