ITA International is seeking qualified candidates to support the HQ NORAD and USNORTHCOM J71 (N&NC/J7) in support of exercise development, execution, assessment, and training for the  VIGILANT GUARD (VG) Joint Regional Exercise Program located at Peterson AFB, Colorado.

Responsibilities

N&NC/J7 are responsible for planning and executing joint training, exercises and individual instruction programs to ensure N&NC are prepared to accomplish their missions to deter, prevent, and defeat threats and aggression with their areas of operation and AOR. In coordination with National Guard Bureau J3/7, they also plan and execute the VIGILANT GUARD (VG) Joint Regional Exercise Program to train and/or assess the preparedness and capability of National Guard personnel and plans in joint civil-military response to Homeland Security/Homeland Defense incidents. Services include:  planning, development, coordination, facilitation, execution, and support for post-event assessment of VG exercises and program events; use and management of a wide range of systems and processes that include the Joint Training Information Management System (JTIMS), Defense Readiness Reporting System (DRRS), Joint Lessons Learned Information System (JLLIS), Lessons Learned Information System (LLIS), Joint Master Scenario Events List (JMSEL), All Partner Access Network (APAN), and Emergency Management Assistance Compact virtual dynamic training environment (EMAC Sandbox) databases; and support for inputs into the development of the Joint Training Plan and the Commander’s Strategic Planning Guidance and other training plans. Job duties include:  

  • Train and lead establishment and operation of Exercise White Cell, to include fusion and synchronization of Exercise Control (EXCON) and Simulation Control Cell (SIMCON), which includes High Control Cell (HICON) and Low Control Cells (LOCON).
  • Lead various exercise planning meetings and/or working groups in accordance with the clients’ requests and contract requirements.
  • Train and lead Exercise Design and Control personnel in the development of products essential for design, control, and execution of Vigilant Guard Full Scale Exercise program.
  • Train and lead Exercise Design and Control personnel in the construction of MSEL injects and consolidation to form a complete MSEL in the design of an exercise
  • Train and lead Exercise Design and Control personnel in the control of an exercise through the flexible management of a MSEL
  • Train and lead Exercise Design and Control personnel in the development of training support packages (TSPs) that may include briefings, training schedules, training outlines, and practical exercises
  • Train and lead Exercise Design and Control personnel in the development of exercise products for clients including those occurring at various levels of defense and government agencies in accordance with national preparedness / defense related doctrine (DoD JTS & HSEEP); products to include but not limited to exercise scenarios, ground truth statements, MSEL’s, EEGs, SITMANs, ExPLANs, CE/OCT Manuals, read-ahead materials, and all other required exercise planning/conduct documentation.
  • Lead training and integration of Data Collector/Controllers.
  • Train and lead Exercise Design and Control personnel in the development of products for clients’ exercise planning briefings and exercise delivery at all level of leadership/stakeholders
  • Train and lead Exercise Design and Control personnel in the development, production and facilitation of both operational and leadership-level After Action Reviews (AAR)
  • Train and lead Exercise Design and Control personnel in the development of communications and coordination materials for distribution by the client
  • Train and lead Exercise Design and Control personnel in the development of plans for communications across a large diverse team of professionals
  • Train and lead Exercise Design and Control personnel in the development of various memorandum and administrative requirements as needed
  • Train and lead Exercise Design and Control personnel in the communication of exercise design and control issues affecting simulation with Modeling and Simulation team
  • Manage the full range of ED&C development/execution and all assigned personnel
  • Train and lead Exercise Design and Control personnel in the improvement planning processes and tracking corrective action program(s) status in accordance with the client’s expectations and contract requirements
  • Ensure Team understands ITA’s Quality, Health, Safety, Environmental Management Systems (QHSEMS) policy 
  • Perform other duties as appointed or assigned

 

 

Qualifications

  • Master’s Degree (or Bachelor degree with equivalent experience)
  • DHS FEMA Independent Study Courses: IS-75, IS-100.b, IS-200.b, IS-700.a, IS-800.b, IS-120.a, IS-130, IS-201, IS-230.d, IS-405, IS-701.a, IS-702.a, IS-703.a, ICS-300, ICS 400, DSCA Phase I
  • Mastery-level knowledge of the National Incident Management System (NIMS)
  • Prior Military service, with ability to understand and write Military Operations Orders, ability to use the Military Decision Making Process (MDMP) and/or Joint Operation Planning Process (JOPP), and the ability to train and evaluate individuals
  • Mastery-level knowledge of National Guard CS and DOD DSCA capabilities and operations, to include those of the Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (CRE)
  • Prior Civil Support (CS)/Defense Support of Civil Authorities (DSCA) experience
  • HSEEP trained and demonstrate the ability to design a Full Scale Exercise
  • Minimum 7 years’ experience in the management and design of exercises for a variety of clients (DHS/FEMA/NED and other Federal Agencies; FEMA Regions, States, Territories, Tribal Nations and other local government entities; private sector, volunteer, faith-based and other NGOs)
  • Experience working with FEMA, as well as State and local Emergency Management Agencies
  • Ability to use and train others on the use of MS Office products (Outlook, Excel, Word, and PowerPoint)
  • Must be a US citizen with a Secret or higher security clearance 
  • Excellent oral and written communications skills 
  • Ability to effectively deliver presentations to large audiences, ranging from new employees to senior leadership
  • Excellent interpersonal skills
  • Able to lift at least 30 lbs.
  • Must be willing to travel outside of Duty Location 10-15 times/year varying in length from 3 days to 2 weeks (approximately 50% of the year)
