ITA International is seeking qualified candidates to support the United States Special Operation Command (USSOCOM) Force Structure, Requirements, Resources and Strategic Assessments Directorate (J8) Strategic Planning and Analysis Division (J8-S) located at MacDill AFB in Tampa, FL.



The J8-S provides senior leadership independent analysis and studies involving current and future Special Operations Force (SOF) requirements, inform J8 decisions in development of the SOCOM Program Objective Memorandum (POM), and inform and collaborate with OSD in developing various analytic products and guidance. Additionally, the division plays a key role supporting the Strategic Planning Process (SPP) by providing reliable analytic tools and products by which the Command’s senior leaders can defend resourcing decisions. The J8-S requires support support in employing developing analytic models and tools, providing SOF subject matter expertise, and Operations Research Systems Analysis (ORSA) expertise needed to provide high quality, defendable analysis to inform key decisions made by leaders at the highest level. As a Senior Special Operations Strategic Analyst, the candidate shall

  • Provide expertise and participate in the planning, scheduling, and coordination of analytical processes according to the following tasks. Some tasks involve the use of models, wargames, and simulations to enable analysis across a wide range special operations.
  • Provide special operations data, subject matter expertise and build data sets as required by Director, Cost Assessment and Program Evaluation (DCAPE), Under Secretary of Defense for Policy (USD (P)) and Chairman of the Joint Chiefs of Staff (CJCS).
  • Provide update, reconciliation and management recommendations for the special operations portions of DCAPE data products and repositories to include the Current Forces Database (CFDB) and Future Forces Databases (FFDB).
  • Provide special operations data and subject matter expertise for the development of nearterm to long-term scenarios, strategic and operational concepts of operation (CONOPS), and associated force lists ensuring special operations specific and joint capabilities are correctly
  • Support database development and modeling of data cases and excursions in the Support to Strategic Analysis (SSA) process.
  • Support SSA work groups and conferences through travel and/or via Secure Video Tele-Conferencing (SVTC) to the DoD sponsored site.
  • Coordinate SSA meetings, SVTCs and provide read-ahead material as required. Report actions at SSA work groups and conferences.
  • Review, provide, track, and adjust comments during SSA product staffing to facilitate integrations of JS, USD (P), Service and Combatant Command (COCOM) inputs.
  • Conduct CONOP analysis representing component equity and write component-specific CONOP narratives.
  • Participate in meetings/conferences with OSD and Joint Staff personnel and others as required (i.e. TSOCs, Components, SOCOM Staff).
  • Develop tools to visualize data with respect to SOF Forces Structure. The Spear Chart is an example.
  • Travel (when necessary) to Washington DC to represent SOF equities with Joint Staff Analysts, OSD Policy Analysts, and OSD CAPE Analysts during war-games, Table Top Exercises (TTXs) and CONOP development for Defense Planning Scenarios (DPS) or Multi-Service Force Deployments (MSFDs).


  • 10 years of uniformed military, operational experience in Special Operations, within Navy Special Warfare, Army Special Forces, OR Air Force Special Operations.
  • 5 years of experience (can be concurrent with the 10 years above) in Support for Strategic Analysis (SSA), Global Force Management System, or Joint Strategic Planning System (JSPS).
  • 2 years of experience (can be concurrent with the 10 years above) as a planner within USSOCOM, SOF Component Headquarters or a TSOC headquarters is desired as SOF CONOP development is required.
  • Current DoD Top Secret clearance and eligible for SCI access and ACCM read-on
