ITA International is seeking qualified candidates to support the United States Special Operation Command (USSOCOM) Force Structure, Requirements, Resources and Strategic Assessments Directorate (J8) Strategic Planning and Analysis Division (J8-S) located at MacDill AFB in Tampa, FL.

 

Responsibilities

The J8-S provides senior leadership independent analysis and studies involving current and future Special Operations Force (SOF) requirements, inform J8 decisions in development of the SOCOM Program Objective Memorandum (POM), and inform and collaborate with OSD in developing various analytic products and guidance. Additionally, the division plays a key role supporting the Strategic Planning Process (SPP) by providing reliable analytic tools and products by which the Command’s senior leaders can defend resourcing decisions. The J8-S requires support support in employing developing analytic models and tools, providing SOF subject matter expertise, and Operations Research Systems Analysis (ORSA) expertise needed to provide high quality, defendable analysis to inform key decisions made by leaders at the highest level. As a Senior Special Operations Analyst/ On-site Task Lead, the candidate shall ensure that USSOCOM’s requirements are met within the allocated resources of the task order, while properly balancing cost, schedule, and technical performance. Function as a single point of contact for the Government. Be responsible for handling the day-to-day management and administration of project tasks. Develop detailed work plans and schedules for contractors. Assign staff responsibilities and supervise all contractor staff efforts. Utilize, control and redirect available resources as necessary to complete tasks in accordance with scheduled milestones and budgetary constraints. Perform quality checks of all work products and interact continually with Government COR and J8-S personnel to present interim results, discuss concerns, and ensure total

product/service satisfaction. The candidiate shall also

  • Develop and coordinate Planning Factors, Rules, and Assumptions (PFR&A) required to develop the SOF CONOPS and to populate the JMA database.
  • Support assessments of USSOCOMs Concept Plans (CONPLAN) and supporting regional operational plans by developing, refining, and maintaining metrics used to assess and prioritize current and future year operations and conduct assessments of the resources required.
  • Assist in analysis and support for development of high-level guidance documents such asthe Defense Planning Guidance (DPG), Strategic Planning Guidance (SPG) and Capabilities Planning Guidance (CPG).
  • Conduct, participate, or support analysis as required to support Joint Capabilities Integration and Development System (JCIDS) and SOF CIDS analysis as defined in SOCOM 71-4, using JMA data, data from other approved databases, models, and other analysis tools.
  • Conduct, participate in, or support studies, analyses, and modeling efforts to generate POM force structures that support the JMA process, the SPP, the Defense Strategic Review (DSR), and development of other models, war games, and simulations.
  • Develop, coordinate and maintain Planning Factors, Rules and Assumptions (PFR&A) for JMA ensuring SOF capabilities to be evaluated in JMA have been identified and accurately portrayed with consistent approaches across the SOF components.
  • Understand and translate strategic-level scenarios into SOF operational campaigns and analyze requirements against varying force structures.
  • Conduct Analysis of Risk in support of USSOCOMs involvement in the Defense Planning Scenarios (DPS), operational campaigns, and operational plans.
  • Translate strategic resourcing documents such as the Capabilities Programming Guidance
  • (CPG), Strategic Planning Guidance (SPG) & Defense Planning Programming (DPG) Guidance
  • into metrics that can be used to assess SOF operations.
  • Produce analytical products including SOF force structure analysis.
  • Ensure Team understands ITAs Quality, Health, Safety, Environmental Management Systems (QHSEMS) policy.

Qualifications

  • 10 years of uniformed military, operational experience in Special Operations (each of the functional areas must be provided):
    • Army Special Operations Aviation
    • Air Force Special Operations
  • 5 years of experience (can be concurrent with the 10 years above) in PPBE, Support for Strategic Analysis (SSA), Global Force Management System, or Joint Strategic Planning System (JSPS).
  • 2 years of Staff/Action Officer experience (can be concurrent with the 10 years above) at a senior level command (Interagency HQ, Joint Staff, or COCOM / equivalent 4-Star level command).
  • 2 years of experience (can be concurrent with the 10 years above) in Force Planning in support of USSOCOMs Strategic Planning Process.
  • Current DoD Top Secret clearance and eligible for SCI access and ACCM read-on
