ITA currently recruiting for an Acquisition Specialist/ Technical Writer for our USCG HQ Washington DC location. 

Responsibilities

The Acquisition Specialist/ Technical Writer must:

  • Be familiar with and understand the guidance, practices and policies set forth in the Major System Acquisition Manual (MSAM) COMDTINST M5000.10 (series)
  • In preparation of upcoming Acquisition Decision Events (ADEs), all current MSAM and DHS 102-01-001 required documents and plans shall be reviewed and revised as necessary, as well as, all new required documents shall be drafted.
  • Incorporating guidelines, procedures and policy, and acquisition strategies in to a new document for routing, incorporating comments and finalization for signature
  • Draft, produce, and finalize technical and requirements documents in accordance with MSAM templates
  • Preparing briefs and presentations for internal USCG directorates and commands as well as external USCG entities
  • Support in areas of communications, documentation capture, control and technical library management, technical writing, task tracking, briefings, performance measurement product/deliverable, and meeting support.
  • Organize and maintain the configuration of a complete electronic set of current and historical program documents in the USCG provided IDE. Examples include MSAM required documentation, decisional memorandums; modifications; concepts and specifications, including technical issues, and reported; correspondence; scheduling revisions; plans; technical presentations and briefings.
  • Provide updates due to policy, procedures, or program strategy changes and finalization for signature.
  • Maintenance includes periodic updates (at a minimum annually) or adjustment of required documents to reflect changes to the program.
  • Track, review and preparation of acquisition related documents including documents such as requirements documents and work packages for support of work performed external to the Program Office
  • Work collaboratively with operators, engineers, project managers, and system managers
  • Create technical documents and manuals
  • Explain complex information in a clear and concise manner
  • Maintain a comprehensive library of technical terminology and documentation
  • Analyze documents to maintain continuity of style of content
  • Manage updates and revisions to technical literature

Qualifications

In addition, all personnel must:

 

• Have 5-15 proven experience in technical writing and producing high-quality documentation
• Typically work on high-visibility or mission critical aspects of a given program and perform all functional duties independently
• Have experience in the planning, developing and execution of acquisition efforts to complete acquisition related documents, internal/external business processes, contract requirements and financial requirements at all stages of an acquisition program’s life cycle.
• Ability to deliver high quality documentation paying attention to detail
• Ability to quickly grasp complex technical concepts and make them easily understandable in text and pictures
• Excellent written skills in English

In addition, all personnel must:
• Be proficient with MS Word, Excel, PowerPoint, SharePoint and MS Outlook and other software/tools provided on the Coast Guard Standard Workstation and provided for a specific position
• Have a minimum of at least 1 year demonstrated experience with shipbuilding acquisitions
• Have a minimum of at least 1 year demonstrated experience supporting a major system acquisition program (DHS/USCG Level I, DoD ACAT I or equivalent)
