  • ITA currently recruiting for a  Operations and Requirements a Senior Analyst for our Washngton DC to support the Coast Guard Intelligence Human Capital Plan. This is a contingent contract based upon award. 

Responsibilities

  • ITA International is seeking qualified candidates to support the U.S. Coast Guard (USCG) Assistant Commandant for Intelligence (CG-2) at the USCG Headquarters in Washington DC. The Office of Intelligence Workforce Management (CG-21), is responsible for the qualifications, staffing, and performance standards for the Coast Guard’s Intel professionals. CG-21 requires support to assist with the development of a formal workforce management structure to ensure the right people, with the right skills and qualifications are properly placed to meet operational requirements. Additionally, CG-21 requires the capability to better manage, track, and develop the workforce through structured career paths.
  • As a Senior Analyst, the candidate will provide expertise to support a range of services to CG-21 to meet its human capital objectives and support CG-2’s workforce management activities. These services will include business process re-engineering, performance measurement, and change management support services to execute the Mission Support Business Model Process Guide and establish a new workforce management construct within the USCG Intelligence Program. The workforce construct includes, but is not limited to, an intelligence specialty career ladder, workforce management model, and official documentation for the USCG Intelligence Program. The Candidate shall support the following task areas:
  • - Using DCMS Doctrine for mission support, leverage the DCMS mission support business model to construct a CGI workforce model. Provide business process improvement analysis, lean six sigma (green belt) analysis, performance metrics analysis, research, and consultation on the human resource processes and management of the USCG Intelligence workforce. Analysis will provide foundation for requisite business case analysis for changes to the existing workforce structure and documentation
  • - Conduct research, identify, analyze and compile data regarding CG-21 human capital and workforce management performance to support implementation measurement and tracking of program performance in a USCG enterprise-wide fashion and other Government Project tracking systems, supporting integration with program-wide initiatives for objective metrics, and using feedback for continual performance improvement.
  • - Support activities involved with in‐house business services development, management, maintenance, and implementation requirements as it relates to the business process reengineering program.
  • - Provide support with designing and developing strategic communication tools including, but not limited to, an update to the USCG Intelligence Instruction or equivalent policy, Road Show Briefs, Brown bags information sessions, USCG messages to the workforce, Intelligence Manual updates (or other policies), Brochures, web posts on SharePoint Portal Pages, Playbooks, and brief web‐ready Videos, for sponsored program /project office initiatives to effectively inform key audiences about changes, create buy‐in, and gain understanding with the goal of steadily increasing stakeholder engagement.

Qualifications

 

  • Minimum 10 years of consulting experience with Federal Agencies
  • Minimum 10 years of consulting experience with the U.S. Coast Guard
  • Minimum 5 years of consulting experience with the U.S. Coast Guard developing and implementing Human Performance or Mission Support Business Model processes
  • Civilian PMP or military equivalent certification
  • Lean Six Sigma green belt or above
  • Bachelor’s degree
  • Top Secret (SCI Eligible) Clearance
