ITA International is seeking a qualified candidate to support the National Guard Bureau’s Joint Staff J5 (NGB-J5), which is responsible for policy, strategy, plans, and international affairs. The position includes the following duties.





The SPP requires financial analysis to enable the program to be properly resourced and to ensure resources are executed in compliance of applicable law and policy.  This position directly and indirectly supports DoD senior leadership (The NGB is led by a four-star general.); it is critical all work products adhere to a high standard of accuracy, clarity, and professional appearance. The Government will assess the quality level of each provided document.  All work products adhere to the writing style in the Action Officer Staff Writing, U.S. Army Training and Doctrine Command industry standard (e.g. Hacker, Diana, and Sommers, Nancy. A Pocket Style Manual. 7th ed. Boston/New York: Bedford/St. Martin’s, 2015), and to a high standard of accuracy based on the performance standards. Specifically, the Budget Analyst will:

  • Provide project funding requirements for future initiatives in the out years based upon anticipated agency needs;
  • Work with all Directors to identify requirements and related support costs for Program Objective Memorandum (POM) years;
  • Coordinate and evaluate compliance with Financial Integrity Act and applicable OMB, DOD and Army regulations;
  • Ensure internal controls are established to provide assurance against fraud, waste, mismanagement or misappropriation;
  • Be proficient in the use of General Fund Enterprise Business System (GFEBS) in the performance of assigned duties;
  • Develop guidelines for policies, plans, and programs to ensure effective conduct of assigned missions and operations of the FOA and subordinate branches;
  • Provide policy guidance to staff through discussion of problems which may be precedent setting
  • Apply to develop and implement strategies, programs and methods to support definition and achievement of directorate objectives;
  • Develop and apply quantitative and qualitative analytical techniques to assess the success of programs and objectives;
  • Develop procedures to promote practices in funding the individual training for the 54 States and Territories by developing a CONPLAN to help the states obtain/maintain MOSQ levels;
  • Develop a system that captures, consolidates, and analyzes training requirements for planning, programming, and budgeting requirement from the 54 states and territories
  • Analyze execution of the approved training seats to ensure that the projected training costs do not excess obligated cost projections
  • Develop and analyze training forecast and budget estimates to current and future force structure, readiness levels and unforeseen training requirements
  • Aid in preparing Annual Funding Guidance (AFG) for the states/territories and recommend Funding Allowance Distributions (FADs)
  • Provide detailed assessment results to the agency management team, and makes recommendations to improve effectiveness of training programs and resource utilization; and,
  • Address program review and analysis responsibility, integration of cost and schedule analysis, analyzing financial impact of cost performance reports, determining impact of program objectives, and recommending solutions to systems cost control problems.


 Minimum Qualifications:

  • Possess and maintain an active Secret clearance
  • Be proficient with MS Word, Excel, PowerPoint, SharePoint and MS Outlook and other software/tools provided on the ANGB Workstation and provided for a specific position
  • Demonstrate oral and written communications in order to take part in meetings and conferences, assist in developing and presenting briefings, advising managers and supervisors on a variety of administrative, training, and development issues and in preparation of narrative documents and analyses relating to National Gaurd

Experience reviewing and analyzing resources for the National Guard’s PPBE process

  • Experienced in reviewing staff actions and providing white papers, briefs, and memos on Operations and Maintenance, National Guard (OMNG 2065) National Guard Personnel
  • Experience monitoring, evaluating, and providing requested white papers, briefs, on General Fund Enterprise Business System (GFEBS); the National Gaurd Planning, Programming, Budgeting, and Execution (PPBE) Portal; the NG Resource Management (RM) Online application; and the NG Data Warehouse
