ITA International is seeking a qualified candidate to support the National Guard Bureau’s Joint Staff J5 (NGB-J5), which is responsible for policy, strategy, plans, and international affairs. The position includes the following duties.
. The OSD announces new SPP partner countries (average two per year) each year. After the OSD announcement, the NGB and Contractor inform the States of the announcement so they can submit applications to NGB in hopes of becoming the new SPP partner nations’ State partner. After NGB receives applications from the States, the submissions are evaluated by both the NGB-J53 and General Officer Advisory Council (GOAC) for Security Cooperation to determine suitability with the new partner nation. The position provides policy analysis and includes the following duties.
--Review National Guard Bureau (NGB) and Department of Defense policies (directives, instructions, issuances, notices, etc.), and other documents requiring NGB comments. Conduct analysis and recommend draft comments and way forward.
--Draft information papers, executive summaries, and briefs for senior leaders.
--Coordinate with other NGB joint staff processes on documents and efforts to advance National Guard equities.
--Attend meetings and workshops with interagency and intergovernmental stakeholders on the National Guard, defense support of civil authorities, and related topics, draft executive summaries and trip reports, and incorporate information into products.
--Schedule, plan, and coordinate the New Partnership Communications Synchronization Working Group
--Draft Timelines/ Primary Objective and Milestones (POAM) Slides in Microsoft PowerPoint. The Timelines POAM Slides detail the proposed timeline for the entire partnership process.
--Draft State Partnership Program Warning Order (WARNO) in Microsoft Word. The Draft WARNO Announcement (one-page) notifies all the States of the OSD Announcement
--Draft SPP Criteria Framework in Microsoft Word. The Draft SPP Criteria Framework is required for every new partnership and provides applicants a template to address the criteria established by NGB
--Draft (Country) Grading Matrix on Microsoft Excel for each new partnership. A Draft (Country) Grading Matrix is required for every State applying for a partnership
--Provide Stakeholders Communication Plan in Microsoft Word. The Stakeholders Communication Plan accounts for both “publically” and “nonpublic” announcements for the new partnership
--Provide the ANG and ARNG Force Structure Slides in PDF. The slides details force structure of the States
--Provide General Officer Advisory Council (GOAC) Briefing Slides in Microsoft PowerPoint. The GOAC Briefing Slides provides the GOAC (typically 13 TAGS) with background detail of how the Criteria Framework was developed
Bachelor’s degree (required); Master’s degree in relevant field of study (preferred).
• Familiarity with: (1) roles and missions of the National Guard in the homeland and in support of overseas operations, including duty statuses (State Active Duty; Title 32; Title 10); (2) structure and functions of joint staff; (3) core documents pertinent to the National Guard or J5 functions, e.g. Department of Defense Directive 5105.77 “National Guard Bureau”; Joint Strategic Planning System documents; National Response Framework 2nd Edition; Joint Publication 5-0 Joint Operation Planning (preferred).
